Michael is a public policy and programme delivery specialist whose experience spans trade policy, presidential delivery, executive government coordination, research and institutional reform.
He served in Malawi’s Ministry of Trade and Industry, the Presidential Delivery Unit, and the Office of the President and Cabinet. His work now connects public administration, leadership, political economy, entrepreneurship and culture.
His central question is practical: why do credible policies fail to become credible outcomes, and what must leaders and institutions do differently?

Michael’s doctoral research examines why policy implementation outcomes emerge from interactions among leaders, institutions, political incentives, administrative routines and actor agency. Malawi’s economic-policy system provides the empirical setting.
